How do I change the format from plain text to HTML

I am using Outlook 2003. How do I change the format of new in-coming
messages from plain text back to the default HTML

If you mean that you've turned on the option to read all incoming mail as
Plain Text, see if reversing the steps shown here help:
http://support.microsoft.com/kb/831607

Otherwise you can't really change the format of incoming mail. If it's Plain
Text, you really can't change it to HTML
