I am attempting to change a cycle diagram to reflect Arrows going around the
perimeter (and the text), but have not found a way to make this change.
Please advise . . .

Have you tried disabeling the AutoLayout option on the toolbar associated
with the diagram.
Select diagram
Click Layout - AutoLayout to turn this on or off.
Once you have turned it off you will be able to move and resize the arrows.

Thanks, disabling the AutoLayout helped considerably!
