How do I change the default tabs for e-mail messages?

's Computer Specifications

I want to change from .50" tabs to .25" tabs. I change the setting by going
to "Paragraph" at the Format Text command and then click the button that
changes the default. But the change does not show up on new messages.

What version of Outlook and what editor?
