How do I change cursor location default when replying to email?

My preferences are set so that when I reply to an email, the text of the
original email is included. However, now when I try to reply to an email, my
cursor/reply always appears at the BOTTOM of the email instead of the top,
forcing the next recipient to have to scroll down to read it. How do I fix
this?
