to do bar preventing use of outlook 2007

I have recently upgraded to Windows 7, on re-installing Office 2007 I had
the oppurtunity to copy over selected items or all of my .pst, I selected all.

When I turned on the to do bar I am no longer able to use 2007, I have
deleted and the .pst and created a new one to no avail.

The to do bar task list seems to be the root cause of the problem but I
cannot turn it off. Please help.
