how do I authenticate when sending email in outlook 2007

's Computer Specifications

I am not able to send an email in Outlook 2007. I get a Administrator message
telling me I have to "Authenticate" first. I recently re-loaded vista 64 and
Outlook 2007 - I've never recieved this error message before.
