How do I assign tasks to others and myself?

I work in a law firm and have the need to manage and assign tasks to multiple
people. Sometimes dates change due to trials being continued, etc. I am
trying to find if there is a way for me to go back and change dates for a
task that I've assigned to others. I've not been successful thus far,
because I am not the owner of the task. Is there any way around this? The
work around we are currently doing is basically reassigning all the tasks,
which is very cumbersome and inefficient. We are currently on Outlook 2003.

Send the owner a Task Update from your copy of the Task. Tell them what the
revised dates are. All the changes are kept within the Task this way.
