How do I apply HKCU key to multiple users?

I'm trying to apply a regkey under HKCU to multiple users. I created a
CurrentUser component with the intended regkey, and set the attributes on
the Component table to 4 with the keypath pointing to the registry table,
but the regkey gets applied only to the installer's hive.
(Allusers property was set to 1)

What do I need to change to get is applied to all users?
