DNS - DHCP Nat to public IP's

I'm trying to do prework to get our site to public addresses

Right now I have a NT and 2000 box - NT running both as primary, 2000
running both as secondary.

I have managed to reduce all the NT IP's except for a few so all are getting
the NAT IP from the 2000 box, except for a couple of static IP’s no biggy.

So the next step is I add the 166.x.x.x address in addition to the
172.24.x.x to the 2000 box NIC. Then I can set up a scope address pools
using a range of the new public IP’s.

the theory is the workstations should start picking up the new public range
then I decrease the private range or even disable so the next time they check
in they’ll get the new one.

Once this is done since DNS is on both NT and 2000 box I make sure both
servers are in sync, then demote NT to secondary DNS - then promote the 2000
to primary. Shut down the NT box and add the address of 172.24.x.x to the
NIC on 2000 giving me 172.24.x.x and 166.x.x.x bound to the NIC, removing
172.24.x.x that is currently assigned to the server. By giving 2000 the NT IP
I can take a little extra time getting the hardcode IP’s of 172.24.x.x off
the workstations.

This did work but I would have thought it would have, Please help, how do I
get the workstations to start Picking up a Public IP I have set in the
server. Of course both servers are back they way they were with the
exception the PC's are picking up a 172 address from the 2000 whiich is good
but once I tried to get both DNS and DHCP to the newer server once the leases
were up all was dead
