DNS Client does not use all entries in HOSTS file

I use a HOSTS file to block access to some ip addresses. This works fine until I start the DNS
Client service. ipconfig /displaydns only shows a small number of entries from the HOSTS file.

How do I get the DNS Client to use all entries in the HOSTS file?
