can they do administrative tasks such as;

1. create new zones / delete existing zones

2. modify the dns server configuration

Yes, to 1.
2 depends on what you really mean. The can "modify the DNS Server
configuration" as it relates to DNS services, but they can NOT "modify the
DNS Server configuration" as it relates to the physical server
(hardware/OS/drivers/etc) just because the are "DNS Admins"
