My hard disks are UDMA5 capable but will only ever appear
in PIO mode. I have looked in device manager but cannot
change it. Any ideas on how to correct this issue?

Delete all IDE controllers from device manager (assuming that is what your
disks are connected to, you did not say); shutdown computer; purchase a new
80 connector Data Cable (round or flat); make sure it is connected to the MB
properly (Blue Connector) and to the HD(s); restart computer and allow XP to
re-detect.

Have you installed the correct chipset drivers ?
