Dll Registration issue

I am attempting to install some software on a laptop running Win2000 SP4.
However I keep getting an error message which follows....
Error 1904 Module C:\Program Files\Accessmanager\SMOC\sp_anlys.dll failed to
register. HRESULT 2147024770.
Followed by.....
Error 1722 There is a problem with this Windows Installer Package. A program
run as part of the setup did not finish as expected....
The program in question has been installed on other laptops before and after
getting this error of the present laptop of concern.
I have researched this and found several things related but the issue is
that even though they claim I should try to manually register this DLL, the
DLL is not present on the laptop and as soon as you cancel the install it
rips all info from the PC.
So, any ideas?
Is there a way to fix a broken Win Installer Package?

FYI
During my progress in this issue, I decided to upgrade the client to XP Pro.
This inturn has resolved the issue however for future reference could you
please treat this as it is unresolved so as I can possibly use the outcome of
your replies to troubleshoot in the future.

Microsoft instructed me to go to www.microsoft.com, find Windows
Installer 2.0 (or later) and install that. That cured several problems
I was having.
