dll problem

browseui.dll is not digitally signed and is preventing update of KB832984. this just occurred on new install on new hard drive. noticed error message when loading winxp pro "cannot find browseui.dll, press enter to retry"...install continued after hitting enter 8 times. browseui.dll is in windows\system32 folder. running file signature verifcation shows this file is not signed. any suggestions
