One thing is to search the entire drive for the filename.dll after
ensuring you are seeing Hidden and extensions and protected system
file (from CPL, Folder Options).
If a zero-length file of the same name appears earlier in the PATH,
you could get that error.
And of course a current and up-to-date A-Virus / A-Trojan scan of
course.
Also from a command prompt (RUN..., cmd.exe) issue SET
and note the PATH= and SystemRoot= values displayed.
