dll.library error message

's Computer Specifications

I am trying to download Yahoo messenger and receive an error message of:
"Could not load the dll.library. c:/windows\user32.dll. I just received a
new computer (at work) which runs Windows XP. I am behind a firewall at work

's Computer Specifications

The message actually reads .... "could not load the dll.library.
c:\windows\user32.dll. The specified module could not be found." Is this
because I'm behind a firewall?
