dll hooked into my net connection...

This I have considered a windows error:

A file named "vetredir.dll" once associated with a computer assocites
anti-virus, which is not on my system anymore, will not let me get in
the net if renamed or deleted. I have a verizon connection, and
verified the dll to be part of CAI (computer associates internaional)
and the file is a 2006 version.
I have used the manual means to uninstall remains of bad install of
cai ez anti virus, even entries from the registry. I know it does not
belong there...what is it doing to kill my net?
I re-established internet connections via the wizard, it still does
not let me get on the net without it. Am I hacked with something new?
or what is this file attached to no program? I ven maually set up my
own connection to the modem. No go. this file must be there and I do
not know how or why or what it is doing at that level/layer.
