and have each user's individual email address appear in the To: field while
hiding the rest of the list?

No. You'd have to do a mail merge to e-mail for that and I don’t recall
offhand if Outlook 2003 supported that.

No, but you can use a mail merge to achieve this.

a mass mail add-in which can do this such as Send Individually from Sperry
Software;
