How to distribute a file into Windows system folder?

In response to Adobe Flash Player clickjacking Security Advisory (at
http://www.adobe.com/support/securit...apsa08-08.html), I'd like
to distribute MMS.CFG file to approximately 50 PCs without manually visiting
each one of them.

According to Flash Player Admin Guide, the correct location for MMS.CFG file
is \Windows\System32\Macromed\Flash

Since all of my users don't have permission to add/modify files in the
system folder, I'd have to find other ways to do this.

My question is:
What's the quickest and easiest way to drop MMF.CFG file into everyone's PC
at this location: \Windows\System32\Macromed\Flash?

Btw, the OS is WinXP with SP3 and several Windows 2000 Pro.

From the article:

IT Administrators:
IT Administrators can change the AVHardwareDisable value in client mms.cfg
files from 0 to 1 to disable client Flash Player camera and microphone
interactions. For more information on the mms.cfg file and
AVHardwareDisable, please refer to page 57 of the Adobe Flash Player
Administration Guide.

Have a look at the thread titled "Distributing files to workstations",
