Dist List in Public Folders

I have a user that cannot send an email to a dist list that is set up in a
public folder. Other users do not have problems sending to this list. When
the user tries to send to the dist list, Outlook does not recognize the list
in other words it doesn't resolve the list name for some reason. I ran
detect and repair and checked the settings to see if I could find something
wrong but nothing jumped out at me. Does anyone have an idea as to what
could cause this? The use has publishing author rights to the public folder
where the dist list is located.
