I find Frontpage is very limited with it's photo galleries and the
configurations of them. Is there an add on I could use where it would give me
more control over the layout?
I especially would like to have a feature that if you just hover the cursor
over a thumbnail a larger image would appear until you slid the cursor away
or onto another thumbnail.

You already have it. It's called a keyboard.
