Displaying 0 value columns in pivot tables

I have a pivot table which contains a summary of data worldwide. I am
also using this same pivot table report to create other pivot tables
filtering the page field for specific regions. I am then creating
graphs from these pivot tables. As there are some items which appear in
the graphs for one region and not another I am finding that the colours
in the different graphs do not always correspond to the same item. Is
there any way I can force the pivot tables to display items even if the
values are all zero? I am placing the graphs side by side so ideally
I'd like the colour coding in the legend to match. I hope I have
explained what I need ok ... if anyone has any suggestions or
workarounds, I'd really appreciate an answer!
