Display property resources folder is broken

I don't know what to call this,,, but......

When I installed a photo editing program or maybe it was a MS
screensaver, the Desktop wallpaper default folder got changed to My
Pictures.. when I want to change a wallpaper on my desktop the Desktop
Tab in Display properties takes sooooo long to open because it's stuck
at My Pictures folder instead of C:\Windows where it should be.

Could someone please tell my how to fix it back to C:\Windows?

I'd appreciate it......
