Display not working properly

I have just upgraded and installed a new video card, ATI Radeon X1650 Pro
(AGP). The previous one I had was ATI Radeon 9250. I followed all the
uninstall and install instructions including the download of ATI drivers from
their site and the .NETFRAMEWORK version 2 from Microsoft.

When first installed my graphics are not complete, in that on my desk top
most of my icon pictures are missing but details are still there and none of
my games work. When I reboot the system my display everts to the lowest
resolution and I can not adjust it.

I sought telephone help with ATI and they took me through a clean install
of the software but I kept having the same problem. They suggested that I
download the newest chip sets and BIOS for my motherboard which I did.
Motherboard is a Gigabyte GA-8S648FX-775-C and the BIOS is now F3. After all
that I still had the same problem. So I have had to uninstall the software
completely so that I have normal display resolution.

Can anyone help....

If you uninstall the software and get normal resolution, it might be that the
hardware is faulty. I would exchange that one and see do you get the same
results.
