Display messagebox before a user is logged on

Is it possible to display a messagebox before a user is logged on? I'm aware
that you can use different reghacks to display legal notices and stuff like
that. However, I'd like to be able to display custom messages to users from a
installation script. And I'd like to display these messages even when no
users are logged on to the machine. Is this possible?
