Sounds to me more like a recipe for on-the-fly disaster creation. But
I'm cynical.

No reason why it has to be if its done properly.

Corse the much more fundamental question is why bother
about fragmentation with modern fast seeking drives.

Anything that takes over from the time-tested file system drivers is
asking for trouble. Microsoft itself takes several iterations before it
gets its own stuff right.

Nope, perfectly possible to debug them properly.

MS has always had a problem with getting things right.

Well, condisering that most UNix filesystems do not have any
significant fragmentation, better file placement (i.e. a
better filesystem driver) may achive this and still be
reasonably reliable. However it properly is the OSes job
to do this, not that of an addon-product.

It would be much wiser to implement a deduplication file system filter
driver...
