disk quota on SAN drive

I have set up a 20gb SAN volume attached to a WIN2k Server
via fiber channel. This always works very well. It works
fine, but I tried setting up DISK QUOTAS. The setup went
fine, and I set up the objects (users) and applied all the
settings. Guess what. Nothing. I get no warnings, no
prevention, nothing. I set it at 25mb for testing and
sent 38 mb in with no consequence.

I am using it as an archive location for emails. It
archives fine, but DISK QUOTA does nothing.

Any ideas?
