"Disk is not formatted"

I'm getting this message when i try to read a CD or DVD.
I have a CD-RW and DVD-ROM and DVD-RW. On any of these if
i insert a CD or DVD the system does not identify the CD
or DVD. I've try some diagnostic software that reads
damaged CD. And this software is able to read it. But muy
system refuses to read or identify the contents of the CD
or DVD.
