disk manager does not detect cd-rom

Device Manager sees my optical drive.

Disk Manager does not detect any inserted disk in the
optical drive. It does allow me to change drive letter.

Explorer does not see the specific inserted disk but can
access the contents of any disk. However some
installations fail because the Microsoft Installer can
not find a file on the CD.

The problem is not the drive as I have tried two drives
from different manufacturers with the same result.

Suggestions how to make Disk Manager see that media has
been inserted?
