I have a desktop system with two different sized HDs with both having the
identical xp media edition installed.
The problem is that windows is not allowing me to manage the pecking order.
Drive "0" is being read in disk mgmt as drive D and Drive "1" is being read
as drive C.
In the bios upon boot up, drive 0 is in fact being read as the primary
master and drive 1 read as the primary slave.

I have tried to change the letters of these drives to drive 0 = C and drive
1 = D but the error pops up saying that I can't change the name of the boot
drive.
"Windows cannot modify the letter of your boot volume or system volume"
How is it that windows has determined both drives are are the boot drive
instead of just one??..and is there any way to force the letters to change?

This is because C: Drive (i.e. HDD 1) is your active Partation. May be you have installed OS in to HDD 1 (By default if the system has one HDD with a single partation then OS considers it to be the Root C: Drive).
After the installation you have connected HDD 0 (Zero) in to the system (this will be then treated as D: Drive)

How ever you can not change the Drive letter of the Active Partation. Rest of the partation you can change the letters as per avalibality.

The problem is due to the requested letters are in use,probably by cdrom
or cdrw,by default..To change the letter(s),open device mgr,R.click on the
drive(s) that have the letter,select: Disable Do for all the drives,once
thru,
restart pc,or try diskmgmt & change..Once thru changing letters,re-right
click those drives in device,select "enable",restart pc.....One problem doing
this,regedit still has D: as its installation letter for installing from a
cd.
HKEY_LOCAL_MACHINE,expand,microsoft,windows,locate & open set-up.
Modify the 2 listings that have D: change to proper letter (cdrom/cdrw)...
