Disk layout - copying root

After failing to restore c:\ from a norton ghost image (which seems to
be a problem with ghost rather than a problem with the image), I
extracted the image to a new folder, which went fine, and then copied
the contents of that folder to c:\. I can now boot in safe mode, but
not in normal mode - it automatically reboots. There was no change in
hardware between taking the image and restoring it, other than possibly
swapping the order of the SATA connectors.

What information might have been lost in copying the files from the
image, rather than restoring from the image, and is there any way to
extract and restore this data?

Am I barking up the wrong tree? Should I be looking at another aspect
of the system? In safe mode the device manager does not throw up any
question marks, and all the drive letters refer to the same data as
previously.
