Running from: Start>Programs>Accessories>System Tools>Disk Defragmenter,
the final report shows four big red blocks of Fragmented files. Repeated
re-running doesn't change it.
The two files shown as fragmented are:

Fragments File Size Files that did not defragment
4 3,013 MB \SystemState BU8Jan2005.bkf
2 896 KB \WINNT\ShellIconCache

\SystemState BU8Jan2005.bkf is a backup file I made using :
Start>Programs>Accessories>System Tools>Backup>Backup Wizard

I don't know what the ShellIcon file is.

Question:
How can I make the Defragmenter defrag these two files?

Thanks for the advice.

do you have enough free space on that partition with the bkf file ?

There are defrag software like Diskkeeper or Q&Q defrag that can do a better
job than windows defrag but you'll need to pay for them.

Andrei, I think I only have one area on my hard drive - no partitions. My C:
drive shows 19MB of capacity and 12.3MB Free space = 64% free space. Is
that enough?

I downloaded the 30-day trial version of Diskeeper and ran it. It left 5
big blocks of files still fragmented...I suppose, the same ones as the MS
Defragmenter.

Now what should I try?

Either run the windows defragger, which might require using windows
explorer to get to the native defragger and clicking on it or running it
off of a Symantec Norton Utilities disk. Each does things a little
differently so you may not get the same readout with 3 different
defraggers. Hard drive translation by the BIOS may have an effect also
depending on the disk size. In effect the defragger may not see the
sectors and such as they physically appear but how the BIOS translate
them. This could start a busy thread so I am gone.
Hope that helps.
