Hello,
I have XP pro. SP3. When I attempt to start Disk Defragmentation a new
dialog box appears but it is empty. The only thing it says inside the window
is "Navigation to the webpage canceled" when I select refresh it then says
"This program cannot display the webpage"
I allready ran the command sfc /scannow successfully twice. I traversed to
the C:\windows\system32 directory and located the defrag.exe but it still
will not run when I try to start it from this directory. Please advise. Thank
you.

Does chkdsk run? Select Start, Run, type cmd, type "chkdsk f: /f /r" and
hit the
ENTER key. When it finishes write down the Report and type "exit"
without quotes to return to Windows.

Have you been using a third party defragmenter?
