Disk Defrag Access via Policy

Hello,

Really need some help here. I'm trying to get some power users access to run
Disk Defrag on our windows 2000 domain. I'm using the Win server 2003 admin
tools and connecting to the group policy editor and editing the following
policy

Computer Config > Windows Settings > Security Settings > Local Policies >
User Rights Assingment > "Perform Volume Maintanence Tasks"

The policy details says it will only apply to PC's running Win2k SP1 or
higher. But it doesnt appear to work on these systems. When I go and edit
the policy from a windows 2k server the "Perform Volume Maintanence Tasks"
isnt an option. Am I heading in the right direction with this any help is
much appreciated.
