Assuming that the filenames are in English, which I have no idea,
cleanmgr.exe is Disk Space Cleanup Manager for Windows or simply Disk
Cleanup.

/es after the KB number in the URL gets the Espaniol or Spanish version of
the MSKB article.
You can type or paste
http://support.microsoft.com/kb/315246 into the
Address bar in Internet Explorer and ad the /es to the end of the url and
click Go to get a Spanish translation of any MSKB article.
If you have
http://support.microsoft.com/kb/315246/en-us you can replace
the /en-us with /es.
http://support.microsoft.com/kb/315246/en-us
is the same as
http://support.microsoft.com/kb/315246
both will be in English.
You can also click on Article Translations on the right of any MSKB article
and select Spanish.
