I am not able to get Disk Cleanup to work when the user is set to User
Permissions instead of Administrator Permissions. I have tried scheduling the
task using RunAs administrator, also without success. Any help would be
appreciated.

You would be more successful just "emulating" disk cleanup. Write a bat
file to delete the contents of the "temp" directories.
