Just what is meant by a "disk based website" and where can I find
information for one?

A disk based web site is one your create at a "file" location on your
machine,
such as C:\mywebsite.

a server based web site is one created in IIS on a machine and is accessible
via:
http://localhost/mywebsite

or http://username/mywebsite

You can publish a disk based web either to a remote server or from a remote
server to your "disk based location."

Is it ran from your location or does it still need to be published to a
remote server?

You can view it from your disc but no one else can
- and any run time features are not available until you publish it to an online server
