I created a discussion group that allows people to post stories. It works
fine. I want people to be able to reply to a individual post. Right now the
only way to do it is in the following format:

Discussion 1
Discussion 2
Reply to discussion 1
Discussion 3

I want it to work like this:

Discussion 1
Reply to Discussion 1
Reply to Discussion 1a

Discussion 2
Reply to discussion 2
Discussion 3

Can FrontPage do this?

The FP DW does not work the way you claim it is "right" now
- unless you have corrupted it by editing / deleting posts or the tocproto.htm
and always works the way you "want it to work"

Use the discussion web.
Create a new subweb, (new folder, rightclick on the folder, and choose
"Convert to web")
Double click on the new web to open it.
File->New and choose the Discussion Web template from Web Site
templates, choose "Add to current web site" box
Follow the wizard
