I like to add a discussion page in my web using FrontPage 2003. But my
hosting server does not allow for sebweb. Can I still do it? If so, how to do
it? Thanks.

I have used the Discussion forum (FP 2002) before without
having to have a subweb. I just put it in a subfolder
under the root folder of my Front Page web.

Front Page help is a good resource on the topic of
Discussion web stuff.

It will work in a root web, but probably eventually get clobbered when publishing
- FP will always try to delete the new posts because they are not on the local

You are right. Is there a way to avoid this to happen? Thanks.

No, that why subwebs/sites are recommended.
