same here i have this old 28.8kbps, now the solution for this is that i
have to turn on the modem first before i have to turn on my computer for it
to be detected properly on my winXP.

It's Windows. I had the same problem when I used an external modem. I
found that whenever I rebooted, I had to turn the modem off/on for it to be
recognized. If I didn't, it would show "not present" and I would have to
turn it off/on and then click "Add" and it would search but not find
anything. I would click okay and then it would pop back in. There may be
other solutions but at least this worked.
