Does anyone have any advice for managing an external USR 56K modem?

Issue:
Every time I [turn-on / re-start] the PC, the 56K modem is listed as an
installed modem without a ComPort (ComPort2) associated with it.
The applications that are configured to use the 56K modem respond as if the
modem is missing.
I have to delete the 56K from the \Device Manager\Modem and add it back
in manually (it won't auto detect) associating the 56K modem with ComPort2

Background:
I have 2 modems connected to the ComPorts:
1) External USR 28.8 {internally shows 33.6} on ComPort1
2) External USR 56K on ComPort2
When I originally installed XP, XP auto-detected the 56K, but not the 28.8.
I manually installed the 28.8
Everything seems to work fine until I have to [turn-on / re-start].
I don't [shutdown / reboot] XP that often because I use it as a WinFax
server on a UPS so it pretty much runs 24hrs/7days

Any help will be greatly appreciated
Thanks, Tracey

I guess I should ask if you need the 28.8 Modem since you already have a
56K modem. Have you tried uninstalling both of your modems with both
disconnected and try setting them up fresh? Also, do these modems come
with any software? You may also need to try a different COM Port.

Yes I want both modems.
Next chance I get I un-install both, and maybe have the 56K on ComPort1
Thanks, Tracey

Do you have both comports enabled in the BIOS? When anything is up and
running are there any conflicts?

The resolution was to delete both, reboot, and re-install.
Both modems now seem to be "stable" when XP is restarted.
BTW yes both comports are enabled and there are no conflicts when running
(that is what had me puzzled).
Thanks everyone for your assistance.
