when i click on my start menu to open my control panel or documents it pops
up then disappears and so does everything else on my desktop. ive tried to
recover windows nothing is missing ive ran spyware and virus again nothing
comes up. if anyone has any suggestions id appreciate it.

There is an explorer.exe trojan than will do strange things such as what
you are seeing. Explorer.exe, the only real one, is in C:\Windows. Any
other in C:\Windows\system32 (for example) or any other location is a
trojan. It is best to boot into Safe Mode, search for explorer.exe and
remove any that are not in C:\Windows.

Go to Administrative tools, then services and restart the Software Licensing
Service.
Don't know why it works but it does.
