Is there a way to disallow Outlook2003 users from opening Outlook Data File
(PST)?

I check the GPO, it can only prevent from creating one but I cannot find
anything for opening.

I think it's impossible to prevent users from opening PSTs, but there are
adittional controls you can implement. Take a look at this article:
