Sorry, but not true.

show the option was on the General tab back in Outlook 97 (but there was
no Advanced button as mentioned by EK [er, as obillo said EK said] under
the General tab panel). Most likely EK forgot to include Other in the
navigational path.

When typing a path manually, forgetting an intervening step isn't rare.
If you're expecting a response to be obeyed verbatim and 100% accurate,
you'll often be disappointed in forums and Usenet. Consider the answer
a suggestion only and you may have to do some more work on your own.
For example, the vast majority of users noting a path to an option under
Tools -> Options will fail to mention they are looking at the General or
Preferences tab because it happens to be the default selection.
Of course, we're still making suppositions based on non-existing
evidence but that complaint is now stale. obillo found the option. He
felt proud he had the initiative to roam through the screens to find the
option he was looking for, and while beaming he felt the need to share
although there are plenty of articles found in a Google search, like for

Sometimes it just takes knowing where to look. I don't know where
obillo was looking but it apparently was not a Google web search.
Microsoft's Office site has lots of How-To articles. Pick your Office
suite, pick the component, enter a search string, and see what comes
back; in this case, on a search for Outlook 2003 and "Warn before
Permanently deleting items", you get this terse article:

There is a LOT of good information at their Office and Support
knowledgebase sites. Quite frequently a reply will refer to articles
from there.
