disabling write properyies of a rewiteable cd drive.

Is it possible to disable the writing part of a cd burner
to make it behave like a cd-rom drive? I have been asked
to support computer with rewritible drives, but the
person does not want everybody to be able to burn to the
drive.

Can anyone help?
