Disabling 'Work Offline' in IE6

We use quite a few applications in my workplace through Internet Explorer,
and have the problem of some staff clicking 'Work Offline' in the File menu.
When they do this the apps no longer work, and even though it's a simple
process for me to correct, I'd rather that they couldn't do it at all. Does
anyone know of a registry hack or GP setting that will allow me to do this?

If they're intelligent enough to click Work Offline, might they be expected
to be intelligent enough to disable it when they need to Work Online? Some
users may see working online at all times to be a security risk. I would.

You'd be quite surprised at the lack of intelligence shown by some people
that I deal with. One example of an application is the banking platform that
we use, through IE. They never need to work offline at any stage, as all data
is stored on a host machine.
