I know how to disable Windows sounds by going through Control Panel,
Sound Options and then changing the sound scheme. But it only disables
sounds for the user who makes the change, even if the user is an
admin. Is there a way to make the change once and have it apply to all
user profiles?

Disable the sound card in Device Manager.

Why not do this the easy way and disable the sound card from Device Manager?

I don't want to disable all sounds completely. I want to disable the
Windows default sounds, like the welcome tune that plays at startup or
other beeps, chimes, and such. We have laptops that are used in
legislative committee meetings which are being recorded. So, for
example, if the computer has to be restarted during a meeting we don't
want it to be playing the logon sound. But we want the user to be able
to hear a sound file or video file if needed.

Very interesting. Thanks for the explanation. I'm not sure if there is a
Group Policy that would do this for you, but you might want to ask in
the Group Policy newsgroup - microsoft.public.windows.group_policy.

Plug in an earphone?

The best way would be to delete the profiles currently stored on the machine
and create a new default profile with the system sounds disabled. Then
whenever any new user logs on they will be given the new default profile
without sounds
