Disabling Windows Scripting Host

An article recently appeared in a London newspaper alerting internet banking
clients to a new and more dangerous form of "phishing". The cure was to
disable Windows Scripting Host. I have found two files in the System 32
folder, Wscript.exe and Cscript.exe, which seem to be concerned.

How can I disable them without deleting them completely? Do I need to
disable both? What if any functionality would I lose by doing so? (I run
Win.XP Home edn. with no network.)
