I will be running RAID 1 with XP Pro on a desktop and wish to turn off the
"Volume Shadow Copy Service" (VSS) due to running RAID 1. What is the best
way to do this?

You haven't considered enough failure scenarios.

Take this one for example. The power supply in your computer, powers
all the disks (both drive0 and drive1). If the power supply output
goes from +12V to +15V, *both* drives are burned and permanently damaged
at the same time.

RAID1 protects against *drive* failures, but not against certain
infrastructure failures. RAID1 offers a means of deferring disk
maintenance, to a later point in time (when all the employees
have gone home for the day).

You still need backups.

You still need robust system services to support making backups.

Paul
