I have a PC that is almost impossible to reach the front
of. There is reason to use the PC all day every day, so I
want to disable shutdown so that Restart is still
available. I hope that this is possible.

Also, I believe there is a user policy that you can set to
prevent that user from shutting down the PC. This, however,
still allows the administrator to shutdown if needed.
